Interesting news coming out of the CDM these days. The Executive Board is cracking down hard on projects that are of dubious “additionality” – meaning that they probably would happen without carbon credits anyway. In November, they rejected a large number of windpower projects in China, and now they have rejected a huge number of dams. This even puts a shadow of doubt over projects which are already approved. If existing projects are reviewed by the same criteria and found lacking, already-issued carbon credits could become worthless.

This probably shows that the criticisms (and extensive research) showing that these projects are not additional is finally having an effect. It may also indicate that the CDM, whose continued existence is yet to be approved, may be trying to clean up its act and show itself capable of tough enforcement. Or, the CDM may be reacting to the low market price of carbon by trying to limit supply and increase prices.

Whatever the reason, it seems to indicate that projects will face tougher scrutiny and more barriers for the foreseeable future.
